We hear a lot nowadays about Deliberate Creation, about "manifesting." There's a woman in Texas, Esther Hicks, who for many years has been channeling information on this, from a group of celestial beings she identifies as "Abraham." (See http://abraham-hicks.com/). There's another woman, Lynn Grabhorn, who has written a top-selling book based on Esther's material: Excuse Me, Your Life is Waiting! (http://www.lynngrabhorn.com/excuseme.htm). And, for decades, professional athletes and others have put the power of creative visualization to work for them.
So, what does this have to do with Mikao Usui and Reiki?
Remember those 5 little things called the Reiki Precepts? They were given to us first thing in our Level 1 training, but we may not have paid much attention. They may have seemed only quaint relics of a bygone time or a foreign culture; we were much more eager for the attunements, the ability to begin transmitting Reiki!
We were given the Precepts again in Level 2. Hmmm. "Been there, done that; let's get on to the NEW stuff: symbols and 'distant' Reiki!"
If we went on to Level 3, we were given the Precepts again. "Geez, what's the DEAL with these things?" (It was only after my Level 3 initiation that I began to have any idea of the profound value of those little Precepts.)
Let's take a closer look at them. Since we're dealing with translation, it may be helpful to look at more than one, to be sure we're getting the original essence.

Clearly, this is a method of inviting happiness and/or blessings (and a "secret" method simply because so few people realize its power). Whether Taggart is right about "many blessings" referring to the receiving of many Reiju empowerments or not, simply meditating on the Precepts every day as instructed is indeed a wonderful medicine for all diseases. We can even say that daily incorporation of the Precepts is truly the most important and most powerful element in Usui Reiki.
This is where Mikao Usui intersects Deliberate Creation.
You know that blissful, timeless, thoughtless-ness that we become when we're giving Reiki? It's because we're connected to our true Source, our true Self. That connection increases our vibration rate. But what about the rest of the time, when we're not actively giving Reiki?
Throughout what we know of human history, people have lived mainly in fear and anger. These generate very low vibrations and close the connection to Source. They make us feel miserable, and they create or attract dis-ease and other unpleasant (at best) events and people and situations in our lives.
Reiki is all about spiritual awakening, Self-realization, Enlightenment. In other words, high vibration. But do we maintain this high vibration between periods of transmitting Reiki -- or do we unconsciously spend most of our time in the valleys of Fear and Anger?
Those first two Precepts are about....Anger and Fear (worry). They tell us to let them go, not to live there! (We can replace Fear and Anger with Faith and Peace.) The others are about appreciation, gratitude, humility, honesty and effort, compassion and kindness. All these things create high vibrations. They keep us connected to Source and Self, to Love and Reality. They keep us on the path to Enlightenment.
This is exactly what Deliberate Creation is about: continuously monitoring our vibrational condition (through our emotional feelings) and replacing any low vibrations with high ones -- to attract the kinds of people and events that bring us happiness and serendipity and further spiritual growth. And, since most of us spend more time NOT giving Reiki than giving it, the daily incorporation of the Reiki Precepts turns out to be the most important, most powerful part of our path. The secret medicine for all diseases of body, mind and soul -- as Mikao Usui clearly understood.
